'20' column 'f'. the tenderer shall select the option "excess (+)" to quote his percentage "above/on" the mes schedule. otherwise the tenderer shall select the option "less (-)" to quote his percentage "below/off" the mes schedule the rate and amount inserted by the mes under the 'estimated rate' column and the 'amount' column
