Top ranked services procurement by government agencies in Punjab
A lot of the staff employed by the government were engaged through a tendering process. Such temporary staffing procurement was ranked at the top under the services category. The Military Engineer Services is a key advertiser of manpower tenders in the State. Many different types of manpower were engaged by the MES as in the appointment of security agency for providing watch and ward services and hiring of private security. The department of local government advertised tenders to select an agency for supplying sweepers. Further, the department of cooperation sought to sign labor contracts for loading and unloading work. Many tenders were published for the engagement of helpers to operate machinery.
The government agencies sought to engage firms to routinely clean, sweep and upkeep the streets and the sewerage system. A large number of tenders were advertised for selection of agency to undertake such cleaning work in a given locality. Many tenders were advertised for the procurement of catering services. Interestingly, the department of sports actively sought to engage catering firms to provide food in district level tournaments organized in the State. In a few cases, agencies such as the department of water resources sought to lease out a restaurant operating on their premises. Similarly, the Bharat Petroleum Corporation limited invited expression of interest for conducting dhaba business in their premise. The department of higher education sought to engage a firm to run their canteen service. Thus, it is clear that government agencies are a key business segment for catering firms in the State of Punjab.
Government agencies own many different types of vehicles such as cranes, ambulance, Eicher trucks and so on. These vehicles will need to be maintained and overhauled regularly to ensure trouble free service. The Indian Army and the MES are key advertises of tenders for repairing vehicles. The MES for example sought to repair EOT and hot crane in a military station located in the State.
Top ranked goods procurement by government agencies in Punjab
The highest number of tenders under the goods category was published for the procurement computer equipment. About 2500 tenders were advertised by the government and public sector agencies in Punjab in a financial year. Desktops, laptops and connectors such as cables and sockets were bought by the department of local government of Punjab. The Indian Army in Punjab was a key contributor of tenders for plasma display panels, HDMI switchers and laser printers. Many tenders for the purchase of desktop computers were published in the e-Publish portal.
The subsequent need for ink cartridges required for the functioning of printers is the next most advertised procurement in the goods category. The Bhakra Beas Management Board, Punjab published a consignment for toner cartridges, ink cartridges and other consumables for printers. The Indian Army in Punjab sought to purchase printer components. They also advertised tenders for purchasing bulk A4 and FS papers along with cartridge 12A, 78A an Epson Ink 003. The purchase of cartridge refilling for 12A, 110A and canon 925 was done under the Ex-Servicemen Contributory Health Scheme. Indian Army is a top ranked buyer of toners, color and black and white inks and connecting cables.
The Punjab government actively advertised tenders for the procurement of electric equipments. The department of power in Punjab is a key buyer of electrical equipment. They advertised tenders for marshalling boxes, lighting spares and earth fault relays. Many other types of electrical equipments are advertised by the government such as SF6 circuit breakers, HRC fuse and power transformers. Many public sector undertakings located in the state of Punjab sought to purchase electrical items such as the trip circuit supervision relay and XLPE cable for working voltages.
Many types of chemicals are purchased by the Punjab government. In a financial year, about 670 tenders were published for purchasing chemicals. The key buyers of chemicals are the Food Corporation of India, the department of pharmaceuticals and the department of Co-operation. A few examples of chemicals purchased by the government are Deltamethrin, Malathion and Zinc Sulphate. Both the State government agencies and PSUs such as the Indian Army were actively involved in advertising chemical tenders in the State.
The Department of Cooperation advertised multiple tenders for all types of animal feed. This animal feed is typically provided in zoos and animal research institutions where animals are protected by the government. Some of the high spend areas under this category were purchase of copper-zinc-manganese HMTBA based chelate supplements for poultry, procurement of bypass fat as well as the supply of rice bran extraction and maize. PSUs like the Military Engineer Services gave out tenders for the purchase of fresh vegetable fodder for cattle.
Punjab government agencies and public sector undertakers have actively published tenders for procuring UPS systems to ensure constant power supply for essential services. The department of school education Punjab advertised multiple tenders for online UPS systems. Other government agencies such as the department of local government and several other PSUs published tenders for the procurement of UPS V2, offline UPS and 1KVA UPS.
As part of the public interest, purchasing agencies in Punjab advertised tenders for procurement of gym and fitness equipment. The department of local government Punjab was the prime buyer and it advertised tenders for the purchase of indoor and open-air gym equipment, provision of children play-parks and street light poles in parks. The Tata Memorial Centre, a PSU, published a tender for testing and commissioning of mini gym supply.
The PSUs in Punjab actively issued tenders for the purchase and repairs of diesel generators. The Indian Army advertised for supply and installation of hot water generators, supply of AVR 30 KVA generator, and other generator equipment. Equipment included heavy duty iron wheel, water-proof strip rope and exhaust. Other PSUs involved were the department of local government, military engineer services and the department of cooperation.
Top ranked works procurement by government agencies in Punjab
The government agencies in Punjab emphasized the development of public toilet infrastructure. About 750 tenders were published in a financial year. The department of local government actively advertised tenders for the construction of public toilets. Under this, urinals and public toilet blocks were constructed. Also, public toilets were constructed within existing parks and burial grounds (shamshan ghat). The Military Engineering Services (MES) advertised a tender for the provision of public toilets in military stations and the repair of tiled bathroom floorings.
The construction of reliable sewer lines and their maintenance is a critical requirement addressed by government agencies in the State of Punjab. Sewer link works were mainly undertaken by the department of local government, department of water supply and sanitation department and the department of housing and urban development. A few public sector undertakings such as the Northern Railways and Military Engineering services awarded sewer lines contracts as well. A few tenders called for laying 200mm or 300mm sewer lines. Also, tenders were invited for desilting of existing sewer line and repairing of underground leakage in existing sewer lines. Tenders were published for construction of storm water sewer lines and extension or augmentation of existing sewer lines.
As the breadbasket of India, about 270 tenders were published in a financial year for construction and maintenance of canal infrastructure in the state of Punjab. Almost all the tenders were published by the water resource department of the State. The works undertaken under canal construction include relining of watercourse, construction of escapes and making of outlets in canal distributaries. Also, the government undertook clearance of weeds and grass in the canals.
