It is important to ensure installation of the software required to read the digital signature certificate. Further, the bidder is required to upload the required documents, fill out the online forms and then digitally sign and submit its bid. It is recommended that the bidders submit their bids well in advance before the scheduled bid submission date.
The bidders are recommended to upload key and regularly uploaded documents such as PAN card, GST certificate in their “my profile” to facilitate faster document uploads at the time of bid submission. Also, it is essential to keep the DSC key handy at the time of submission. Bidders should note that the maximum size of the documents to be uploaded by the bidders is set at 30 MB per file.

Where do government agencies of Karnataka advertise their tenders?

As per provisions of the Karnataka Transparency in Public Procurement Act, the government agencies in Karnataka have been advertising most of their procurement in their unified e-Procurement platform. An initial version of the platform was launched in 2006 and has been in use until recently. It was commonly referred to as the eProc Karnataka portal, which won many awards such as the CSI Nihilent e-Governance award, National e-Governance award and the Future Gov award. The government launched a new version of the portal accessible at https://kppp.karnataka.gov.in/. This portal is now being used by government agencies in the State to advertise their tenders. Which are the peak months in which tenders are advertised in the state of Karnataka?

It is quite well known that the government operates on a yearly budget cycle. As the tax collection picks up, more funds are made available to the government to advertise their procurement needs. Hence, typically at the start of the year in the April and May months, the count of tenders advertised tends to be lower and it peaks at the end of the financial year. However, ideally the same number of tenders should be advertised in each of the 12 months in a year. The top three ranked months, by tender count are:

  1. February 2024: 28890 tenders
  2. January 2024: 21055 tenders
  3. December 2023: 20826 tenders
This analysis shows that the maximum number of tenders are advertised during the close of a financial year. At the start of a financial year, tenders advertised were quite low at 5764 tenders in April 2023, 7630 tenders in May 2023 and 9793 tenders in June 2023. The bidders will find it easier to participate in tenders when the count of tenders published during all the months are more or less the same. For this to happen, the government needs to rework its budget release procedures.
