Top ranked goods procurement by government agencies in Bihar
The government of Bihar advertised a large number of tenders for the procurement of agricultural types of equipment. One key piece of equipment purchased by the government agencies in Bihar is Tractors. The Co-operative Department of Bihar is a key buyer of tractors in the State. Three types of tractors were predominantly purchased: Plain tractors, single axle tractors with trailers and tractor-trailer-mounted suction machines.
It was observed that the government of Bihar put a lot of emphasis on the purchase of medicines. The Bihar Medical Service Corporation Limited (BMSCL) is a key buyer of medicines in the State. Besides them, the Railway organisations in the State advertised a large number of tenders for the purchase of medicines. A variety of medicines were purchased such as Midodrine, Norethisterone and Ticagrelor. BMSCL advertised tenders for rate contracts for the supply of drugs in different healthcare facilities in the state of Bihar.
Agriculture plays an important part in Bihar’s economy, so development in this sector is important. The Rural Development Department (RDD) of Bihar took essential steps to improve the quality of water by purchasing Alkaline Ionizer Machines for rural people’s health as well as for farming. The Bihar Cooperative Department purchased Multi Crop Threshers. These machines are used for separating grains from stalks and husks making it easier for the farmers.
Public Transportation is an unavoidable part of living on both sides of Bihar, including the rural and urban sides. The government of Bihar advertised different tenders for the improvement of public transportation. The Rural Development Department (RDD) took steps to improve public transportation by purchasing tenders for rickshaws or tricycles. In addition to the efforts of the Rural Development Department, The Bihar Gram Swaraj Yojna Society which is a part of the Panchayati Raj Department also bought rickshaws to be distributed in different cities of Bihar which includes, Bojhpur, Samstipur and Gaya.
The Bihar Gram Swaraj Yojna Society (SPRC) invested in labourers’ safety by purchasing Safety Equipment tool for Labours. By providing these kits, the government of Bihar sought to reduce the risk of accidents surrounding the labours. According to reports, Bihar will soon form a separate sports department which will be focused on training the athletes. In addition to the safety measures, the Rural Development Department focused on advancements in the sports, health and lifestyle sectors by purchasing gym equipment. Many of the gym equipments purchased by the government are installed in public parks, meant for usage by the public. The machines purchased are outdoor gym equipment, chest and leg press machines and Twisters. They also invested in Parallel bars for outdoor gym. Approximately, over eight hundred tenders were published which is 1.12% of the total tenders in a financial year.
To improve infrastructure as well as the comfort of various sectors, the Government of Bihar invested in Split Air conditioners. As compared to road and drain procurement, the number of tenders advertised for split airconditoners is significantly lesser. Approximately, only a little over a hundred tenders were published in a financial year which is 0.198% of the total amount of tenders. The Housing and Urben Development Corporation Limited invested in buying Split ACs, including Eco-Friendly Green ACs which is a type of wall mount ACs. The Bihar Institute of Public Administration (BIPARD) bought the largest amount of Split ACs. This consists of VRF (Variable Refrigerant Flow) System, inverter cassette ACs and window Air Conditioners. The Power Grid Corporation (PGC) and the Education departments also made investments in this specific equipment. Additionally, the Military Engineer Services also bought several numbers of Air Conditioners. Aside from the government sector, various private sector corporations also invested in these types of equipment which includes Punjab National Bank in Bihar and others.
Among the biggest buyers are the Bihar Gram Swaraj Yojna Society (BGSY) which is a part of Panchayati Raj Department, Military Engineer Services, the Rural Development Department (RDD) and East Central Railway. These organizations are investing in improving waste management and sanitization around the state. There were over six hundred tenders published in a financial year. A standout between these organizations is the Pradhan Mantru Gram Sadak Yojana Department (PMGSY) which invested over seven crore rupees in the procurement of waste containers.
Top ranked works procurement by government agencies in Bihar
The construction of Road and drain is a top spending area for the government of Bihar. Approximately, three thousand tenders were published in a financial year accounting for about 4% of the total tenders. Most of these tenders were published by the Urban Development and Housing Department (UDHD) in Bihar State. Besides UDHD, the Road Construction Department of Bihar also actively advertised tenders for the construction of road and drain. Along with roads, different types of drains are constructed such as Nalas and stormwater drains. In a few tenders, the government sought to repair the existing roads by renovating the damaged bituminous road. Also, government agencies advertised tenders for the construction of PCC Road and RCC drain.
Interestingly, water supply work was the fifth top spending area for the government of Bihar. Approximately, over one thousand four hundred tenders were published accounting for about 1.18% of the total tenders. The Public Health Engineering Department (PHED) in Bihar showed interest in this by purchasing water supply work. Not only them but Indian Oil Corporation Limited (IOC), Building Construction Department (BCD) and Urban Development and Housing Department (UDHD) are among the biggest investors in these water supply initiatives. HPCL Biofuels Limited is another major player, contributing to improvement of the water supply network in the State.
School Repair is a top ranked spending area for the government of Bihar. Approximately, over seventeen hundred tenders were published in a financial year accounting for about 2.26% of the total tenders. The Urban Development and Housing Department as well as the Education Department of Bihar invested in improving schools across various cities in Bihar. The Military Engineer Services also showed interest in this, and spent a good amount for replacement of AC sheet, ceilings, along with repairs for the wall fencings and gates.
