• Procurement Expenditure in Tamilnadu :

  Tamilnadu is located in Southern India. It is the home of Tamil people, whose language is one of the longest surviving classical languages in the world. The capital city of Tamil nadu is Chennai, which is also the largest city in the State. Tamilnadu has a total of 38 districts. The economy of Tamilnadu is the second largest in India. Tamilnadu covers 130,058 sq km and it is the tenth largest state in India in terms of area. In 2022-23 the GDP of Tamil Nadu is estimated as INR 24.85 lakh crores (i,e, USD 311 Billion). Assuming the government expenditure is at 14% of the GDP, the government procurement in value terms amounts to USD 43.54 Billion. A total of 264 State government agencies and Public Sector Undertakings (PSU) advertise tenders to procure goods, services and works required by the Tamilnadu Government. The procurement in the State are done by the following key procurement agency types: Highways department, University, Municipal Corporation, District Administration, Environment and Forest department and Health and Family welfare department.

• 62.95 Crores allocated for water supply and sewer works in Tamilnadu:

  The Municipal Administration and Water Supply Department has sanctioned INR 62.95 Crores under the State Urban Infrastructure Development fund for development of underground drainage and water supply in eigh 8 urban local bodies. Under this project, piped water supply will be provided in Avadi and underground drainage systems will be constructed in Nagercoil, Mettupalayam, Karaikudi, Sattur, Thiruchendur, Ulundurpet and Ariyalur.

• Space industrial and propellant parks in Thoothukudi:

  The Tamil Nadu Industrial Development Corporation (TIDCO) has planned to set up a space industrial park and a propellant park in Kulasekarapattinam, near Thuthukudi. This park is planned to be established in the SSLV launch complex. The Gujarat government and the Indian National Space Promotion and Authorization Centre (IN-SPACe) plan to build a space manufacturing park, similar to that the TN park. 

• INR 1,941 crore Health Infrastructure projects to be Launched in Tamil Nadu:

  The Government of Tamilnadu will soon launch 58 health infrastructure projects worth INR 1,941 crore. This project includes the construction of new hospitals in 17 districts (INR 711 crore), five integrated district public health laboratories (INR 5 crore), eight 50-bed emergency care facilities at (INR 160 crore), 2 100 bed emergency care hospitals (85 crore) and infrastructure development in Kilpauk and Rajiv Gandhi Hospital (RCGGH) in Chennai, Tamilnadu.

• 31 KMs Metro rail planned in Madurai:

  A metro rail project has been planned by the Chennai Metro Rail Limited (CMRL) for Madurai that will span from Othakadai to Thirumangalam, covering a distance of 31 km. The government has allocated INR 3 crores for the preparation of the Detailed Project Report (DPR), and it is expected to start soon. As per the feasibility report, instead of the conventional metro coaches, the city will be equipped with Metro Lite, which can be described as an enhanced tram or a downgraded metro, featuring three coaches per train. The complete route has been proposed as an elevated corridor. The maintenance depot for trains will be located at Tirumangalam and will cover an area of 45 acres. Furthermore, the entire line has been designed as an elevated corridor. Additionally, plans for metro services are also underway in Coimbatore.

• INR 77,000 crore for hydroelectric storage projects in Tamil Nadu:

  The Tamil Nadu state government plans to set up 15 pumped hydroelectric storage projects (PSPs) through public-private partnerships (PPPs) to achieve its goal of generating 50% of its energy from renewable sources by 2030. These projects will have a collective capacity of 14,500 MW and are expected to cost a total of INR 77,000 crore. The state government has set a target to finish these projects within the next seven years. These PSPs consist of two water reservoirs that are linked through a tunnel or underground pipe at different heights.

• Development plan for Coimbatore and Madurai:

  The Government of Tamilnadu has allocated INR 1 crore for the preparation of comprehensive development plans in Coimbatore and the same amount for development of a plan in Madurai. The development plans will include green parks, clean streets, clean drinking water, safe mobility, industrial estates and quality housing. Besides this, the Government has allocated INR 43 Crore for Semmozhi Poonga, a botanical garden to be constructed in 45 acres. 

• INR 1500 Crore for Adyar river restoration:

  The government of Tamilnadu has announced a project for the restoration of Adyar river and developing island grounds to urban plaza under the Singara Chennai program. In this project 44 km adyar river will be restored at a budget of INR 1500 crore. Also, various works will be undertaken in this project like river cleaning activities, prevention of sewage from entering the river, construction of Sewage Treatment Plants (STPs) and recreational facilities such as aesthetic parks, greenwalkways, open air gymnasium and cafeteria are to be set up on the banks of river. Apart from this, 30 acres of island grounds will be developed with urban amenities like urban plaza, exhibition pavilions, landscaping, open air theatre and food court by the Chennai Metropolitan Development Authority. The estimated cost for the urban plaza is INR 50 crore. As a part of this project, sports cum recreation centres with gym, multipurpose community hall and a library will be constructed in Kannagi nagar, Perumbakkam, Navalur and Athipattu at a cost of INR 20 crore.
  

• INR 485 crore for renovating three major temples in Temples:

  The Hindu Religious and Charitable Endowments (HR and CE) department will execute the renovation process for three major temples in Tamil Nadu, namely the Murugan temple in Palani and Thiruthani and the Marriyamman temple in Samyapuram, at a cost of INR 485 crore. Along with the renovation work, the HR & CE department has also planned to conduct consecration ceremonies in multiple temples. Approximately 400 temples are scheduled to undergo these ceremonies in the upcoming fiscal year.

• INR 9,000 crore for the metro rail in Coimbatore:

  The Tamil Nadu government has approved the establishment of metro rail in Coimbatore and Madurai at a cost of INR 17,500 crore. At an estimated cost of Rs 9,000 crore, the metro rail project in Coimbatore will be executed along Avinashi Road and Sathyamangalam Road. This Metro Rail Project, covering a total of 139 kilometers, will be implemented in three phases by the CMRL. The first phase will span a 44-kilometer stretch along Avinashi Road up to Karumathampatty and Sathyamangalam Road up to Valiampalayam Pirivu from Ukkadam. Likewise, in Madurai, the project will be executed at a cost of Rs 8,500 crore.

• INR 1000 Crore for Agro-Industrial Corridor in Tamilnadu:

  The Agriculture Minister of Tamil nadu announced in the Budget 2023-24 that a start-up hub will developed in Thanjavur to promote agro technological innovations. This project will be implemented by the Tamilnadu Startup and Innovation Mission. Under this initiative, new industrial estates will be developed and assistance will be provided to budding entrepreneurs. A budget of INR 1000 Crore is allocated for this project.

• INR 244.35 billion for widening the ECR road from Mamallapuram to Kanyakumari:

  The Ministry of Road and Highways is set to widen the ECR road from Mamallapuram to Kanyakumari, with the aim of transforming it into a four-lane road with a divided carriageway. The expansion plan involves constructing grade separators, flyovers, and vehicular underpasses, as needed, based on a detailed project report study. Its primary objective is to ensure smooth and safe vehicular and pedestrian movement, with an estimated cost of INR 244.35 billion. Additionally, the Nagapattinam-Ramanathapuram-Tuticorin project is under development, with the DPR being prepared for the 46 km stretch between Marakkanam and Puducherry. 

• TN forms SPV with Railways for development of High speed trains:

  TIDCO, Tamil Nadu state government will soon establish a SPV with Railways for implementation of semi-high-speed and high-speed railway connectivity. This SPV will take up work for development of high-speed and semi-high-speed trains. Furthermore, the Chennai Metro Rail Limited (CMRL) is conducting a feasibility study for running air-conditioned suburban trains on the Beach-Tambaram-Chengalpet route, while the CMDA will conduct a study on the laying of a fourth line between Chengalpet and Tambaram.

• INR 5 crore for desilting Cauvery and Vennaru basins:

  The recently announced Tamil Nadu state agriculture budget has allocated INR 5 crore towards desilting channels situated in the Cauvery and Vennaru basins. The agriculture engineering department is tasked with desilting the C and D channels, covering a total length of 1146 km. This desilting work is expected to commence in April, and the PWD-WRD will take care of desilting rivers as well as the A and B channels under their 'special desilting' scheme once the funds are allocated. Additionally, the rural development department will undertake the desilting of the E, F, and G channels under the MGNREG scheme.

• INR 5 crore for renovating the botanical garden at TNAU, Coimbatore:

  The Tamil Nadu Agricultural University (TNAU) in Coimbatore has planned to renovate its botanical garden at an estimated cost of INR 5 crore. The renovation project aims to protect and improve endangered plant species and create various types of parks. Out of this, INR 3 crore has been allocated for the infrastructure and digitalization of the insect museum at the TNAU.

• Approval for the feasibility study of the metro service in Trichy:

  The Trichy City Corporation Council has approved the feasibility study for a metro rail service spanning 68 km with three routes and will be submitted to the Union government for approval. Urban Mass Transit Company Limited of Bangalore has created this feasibility study. These proposed routes include an 18.7 km stretch from Samayapuram to Vayalur via Srirangam and Thillainagar, a 26 km stretch from Thuvakudi to Panchapur's new integrated bus terminal via the Central bus stand, and a 23.3 km stretch connecting Panchapur and the International airport via the semi ring road.

• INR 600 crores for Tidel Park in Tiruchy:

  The Tamil Nadu Department of Industries has announced its intention to establish a TIDEL Park in Panjappur, Tiruchy, on a 10-acre site adjacent to the forthcoming Panjappur bus terminus. The project is expected to cost INR 600 crores, and land acquisition procedures are expected to begin shortly.

• Inter-state metro from Bengaluru to Hosur:

  The Chennai Metro Rail Corporation (CMRL) is requesting approval from the Union Ministry of Housing and Urban Affairs for the feasibility study for the construction of the first inter-state Metro link. This metro line is 20.5 km and this will connect Bommasandra in Bengaluru and Hosur in Tamilnadu. Out of this 20.5 km, 11.7 km is in Karnataka and 8.8 km is in Tamil Nadu. The fund will be provided by the Tamil Nadu government for the feasibility study.
