Procurement Expenditure in Telangana
The State of Telangana is located in the southern region of India. It is a newly formed State carved out from Andhra Pradesh in 2014. Telangana is the twelfth most populated state in India. Its population is estimated as INR 3.8 Crores (USD 38.08 Million) during 2022. The State has a total of 33 districts. Among them, Mahabubnagar is the largest district and Hyderabad is the smallest district, area wise. The GDP of Telangana is estimated as INR 13.04 Lakh Crore (i.e USD 163 Billion) in the year 2022-23. When Government expenditure is estimated at 13% of the GDP, the procurement expenditure of Telangana in value amounts to USD 21.19 Billion. A total of 183 State Government agencies and Public Sector Undertakings (PSU) advertise tenders for procurement of goods, works and services required in Telangana. The Government of Telangana provides food grains using the fair price shops (FPS) to eighty lakh plus ration card holders in the State. There is a need to transport the food grains to the FPS located across the State. Telangana State Civil Supplies Corporation Limited (TSCSCL) advertised 169 tenders to select the service providers for the transportation of food grains. For example, tenders were published for the transportation of paddies and gunnies from the paddy purchase centers to various godowns located within the district and other districts in the State. Also, TSCSCL advertised tenders for the transportation of rice to FPS, school points, and Anganwadi centers.
The state of Telangana has twenty-eight thousand six hundred square kilometers of forest area which accounts for twenty-four percent of the total area of the state. Under the Telangana Ku Haritha Haram (TKHH) project, the Telangana government has made an effort to increase the afforestation area. Over four hundred tenders for afforestation services were advertised by Telangana government entities in the past year. GHMC and the Hyderabad Metropolitan Development Authority (HMDA) were key advertisers of plantation tenders. The State of Telangana has more than one lakh kilometers of existing roads. This includes national highways and state highways. The existing road infrastructure in Telangana needs to be maintained and continuously further developed. To this end, the government agencies in Telangana advertised more than ten thousand tenders for road infrastructure development in the State during the last year. Two key advertisers of road tenders in Telangana are Roads and Building building and Telangana municipalities. Many different types of road tenders are published in the state such as widening and upgrading of existing roads. Besides that, tenders were invited for construction of cement concrete (CC) roads. Also, many tenders were published for construction of road and drain.
Due to rapid urbanization, the storm water drain infrastructure has deteriorated in the Telangana state in recent years. To improve the infrastructure, the government of Telangana has launched initiatives such as Strategic Nala Development Programme. During the last year, Telangana government advertised in excess of thousand tenders for improvement of the storm water drainage infrastructure. The Greater Hyderabad Municipality Corporation (GHMC) and Telangana Municipalities advertised many stormwater drainage construction projects in the State. In many of the tenders, the government sought to lay 200mm and 300mm of stormwater drainage pipe between multiple locations. Also, tenders were published for remodeling of existing stormwater drains.
With increased urbanization, the demand for establishing new sewer lines has increased tremendously. A couple of key projects taken up by the government of Telangana for the development of sewer line network are Atal Mission for Rejuvenation and Urban Transformation (AMRUT). During the last year, the state of Telangana advertised in excess of a thousand tenders for the laying of sewer pipes. In many tenders, the government agencies sought to lay sewer line pipes with a diameter of 200mm across multiple locations. Also, tenders were published for the expansion and repair of existing sewage pipes.
Telangana is one of the few States in India which provided drinking water supply to hundred percent of the households. More than 50 lakh rural households and 20 Lakh Urban households in Telangana are provided drinking water using tap connections. These connections were established in a mission mode under the project Mission Bhagiratha and Jal Jeevan Mission. Last year, more than a thousand tenders were published by Pipe laying works including the ductile iron pipe laying works. The Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB) and GHMC played an active role in the execution of pipe laying projects. A step-by-step user instruction guide for finding the tender details and viewing them on the Telangana e-Procurement portal is provided herein. A user needs to visit the Telangana e-Tendering page at first: https://tender.telangana.gov.in/. Therein, the “Tender search” option is available in the right panel, under the “Tenders @ A Glance”. The portal provides many different ways to search tenders broadly listed under Tender Details, Search by Value or Search by Dates.
Under the Tender details option, users can search using one or a combination of the following key criteria: tender id, tender notice number, work name, bidding type, tender category and district. Also, there is an option to search using the estimated value of contract and transaction fee. In addition, the tenders can be searched using a combination of names viz., published date, bid submission start date and bid submission closing dates.
The execution of the search function will list down the tenders matching the search criteria. In the search results, key details about the search are displayed: Department Name, Tender ID, Tender category, Estimated contract value, Published Date & Time, Bid Submission Start Date & Time and Bid Submission closing Date & Time. To view further details, the user needs to click on the search icon on the right side of each tender. Therein, the user can view and download the tender documents, item details and the corrigendum.
